So I signed up for an annual subscription earlier in the year in 2018 (I forgot exactly when) and I forgot about it, honestly. I want to cancel it because I want to simply get Photoshop. The Subscription was put on hold, I believe, because of a payment error. The card I had put isn't one I'm using anymore. I tried to go to "Manage Plans" to cancel, but there's no option. I don't want to try and get only Photoshop with a new payment method because I'm scared it'll automatically pay for the subscription, which I certainly cannot afford right now. Help please.

You need first to solve the payment issues. As soon as there are payment issues, you can't cancel. Legally you have an obligation to pay all the back log that accumulated and Adobe can and will suspend your account until all has been paid.
Please discuss your options as recommended by John T Smith with customer care. Users can't help you here.
