Help with Error code 44?

I'm trying to install creative cloud, however, when I do so, I get this image on the screen:

I have windows 10 pro on a Dell laptop, and I have tried deleting the installer and downloading it again, and I have tried running Adobe cc cleaner. I have also run it as an administrator, and I tried running it on a separate admin account.

Any help would be much appreciated.

uninstall all your cc programs, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean per http://www.adobe.com/support/contact/cscleanertool.html

remove the folders mentioned here, Error code 44

restart your computer

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud

use the desktop app to install your apps and trials.
