How I can purchase full version of Adobe Premier Pro

While installing Adobe on my laptop I have an issue regarding a credit card Problem that is not solved by me. However, I have tried so many techniques to ask this problem in different communities but not solved it. How I solved this anyone please help me.

You can choose a plan with all apps or a plan with a single app like Premiere Pro.
