I can’t see my pictures when I open any photo editing app

I have a Windows 10 laptop.  When I open Photoshop Express it shows folders.  Why can't I see my pictures like I do in my library?

Not sure what you mean.  Photoshop Express is for select iPads, iPhones and Android mobile devices only. It's not designed for Win10 Laptops.
