The installer has been downloaded many times. I still get this error message:
The installation connot continue as the installer file may be damaged. Download the installer file again (which I did).
My internet acsess is good.

Which operating system do you use?
Do you logged in as an Administrator or an user with admin right when you run the installation?
Do you have try to stop security programs like virus scanner, adaware protection and so on?
What the exact error message?

Where are you downloading from?
per above:
you need, https://helpx.adobe.com/photoshop-elements/system-requirements.html
and you should be downloading from, https://helpx.adobe.com/download-install/kb/photoshop-elements-downloads.html
if you think you meet all specs and are downloading using the correct link from adobe.com, disable your av and anything else on your computer that might alter a downloaded file (at least until installation is complete).
