I've got an Adobe Enterprise account (all included, spark too) but it's asking me to upgrade.
I've seen the same problem in another thread. I've already logged out/in again, same problem.
Can anyone help?
Well, I suppose an Adobe employee needs to look into your account. That can't be done by an ACP. I would suggest you contact Adobe support via chat for this.
Please do not overlook the "Show me my contact options" button. Please report back if you run into trouble with this.

If you have an education licenses ,you need to ask you admins to deploy it for you :

It's not included by default with named enterprise licenses .

It's not an education license. As you can see above, it's an ENTERPRISE account. And I already spoken to them. Everything is included and I'm able to download/install whatever I need. Adobe Spark is not downloadable, it's a web version, so there's nothing to deploy.

Enterprise does not mean anything, it is a type of subscription like any other and is also sold to schools.
I'm gonna ask my question differently:
Did you receive this license from a school or university?

I don't think you understand. That's not educational related at all. This is an ENTERPRISE account, setup via my WORK place (nothing to do with school or university). And I've already checked, Spark should have been included. Please let the adobe guys sort it out as you're not really helping. Thanks

Are you logged in the Adobe id that has the license attached too?

Yes. And I'm able to download/install pretty much anything. But Adobe Spark (web) still asks me for Upgrade

Same issue. I logged out and logged back in. Worked for me.
