I have Adobe Illustrator in my plan, but it won't let me install it.

In my plan it included Adobe Illustrator, Adobe Fresco, Premiere Rush, and Photoshop/Photoshop Express. All the apps are installed to my iPad and I haven't been able to install Photoshop or Illustrator.
