As the message clearly says, versions below 1803 are not supported. Your Windows version is End-of-Life and no longer supported by Microsoft either.

Are the later versions of the application going to be no longer supported or compatible with Windows Server 2016 or will it now require Windows Server 2019 to run the application? Thanks.

Nobody knows Adobe's future plans. We do see Adobe enthusiastically embracing the latest systems and rejecting older ones before EOL. We also see Adobe checking system before installing, more than ever.
I see the system compatibility for Illustrator 2020 today is "Microsoft Windows 7 (64-bit) with Service Pack 1 or Windows 10* (64-bit)". Therefore if it installs on Windows Server 2016 or Windows Server 2019, this seems to be a bug, and Adobe may fix it at any time.
