I have been trying to install Illustrator vs 23.1.1on a MacBook Pro OS 10.15 Catalina.  Get to 99% download then install fails. Error Code 153.  I have talked with Adobe support people and have done complete uninstall of Adobe Cloude and reinstall using the CC Cleaner as instructed.  Have checked permissions on all folders that I could find and made sure permissions are correct.  Still no luck same error code (153).  I successfully installed Illustrator on an iMac OS 10.14.6 Mojave with no issues from the same CC account. What is happening?

There are problems with Catalina - you should always wait for AT LEAST a month befeore upgrading to a new operating system, to be sure that all of the programs you use are going to keep working properly
.
Read all of the replies in this message when you have a problem with Catalina
-includes two links on how to revert to a previous operating system

Error 153 is a Mac permissions problem.   See the Apple User Guide below.

https://support.apple.com/guide/mac-help/change-permissions-for-files-folders-or-disks-mchlp1203/mac

Failing that, have you tried creating a new Mac user profile with full administrative level permissions?
