install in chrom fail because of Java script

I just paid my plan.. 

and downlord 4mb install program. Once I launced program it needs log in 

but I cant' log in or anyting because of serious message that " Javascript was not installed something.. .. How can I do? 

MY windows10 was fine with any other programs.   so sad.
