Install issues with windows 10 download stalling

I am about to give up! Tried downloading CC last night and never got further than 15% 10 hours later. I have a rather new laptop and keep most files on an external hard drive. I have Uninstalled and used adobe clean up, restarted twice and nothing seems to be fixed. Tried installing CC installer again and I finally reached 4%.  I need to be productive this week and refuse to take the next 5 days just to download these files.  
Why is this taking so long and what else can I do?  I am beyond frustrated right now.

right click the installer > click 'run as administrator'.
