ai cc 2019 is the last ai version compatible with sierra. ie, use the prodesigntools link below, but a full explanation of previous versions follow.
1. you can install the latest and 1 version prior versions using the cc desktop app. you must have a subscription because previous versions are not available with trials. other versions are revealed after clicking file preferences>apps>tick show older apps (at panel bottom).
2. for versions cc 2019 and older, use prodesign tools.com*.
3. for versions newer than cc 2019 but older than one previous version, contact adobe support for links.**
---------------------------------------------------------------
* most (but not all) adobe download links are available from prodesigntools.com. https://prodesigntools.com/adobe-direct-download-links.html
follow the directions (esp, step 1)
save the install file. it may not remain online.
thank jim @ prodesigntools.com

** there are 3 ways to contact adobe; chat, phone and twitter:
chat:
use a browser that allows popups and cookies, and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
phone:

twitter:
tweet @AdobeCare
p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam,

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/
p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post if it helps you get responses.

You need to know that Adobe officially do not provide any old versions for your old system. By good luck, the link shared with you has the official Adobe old version, that they haven't deleted yet. To get this you need to carefully read and follow the instructions, there isn't any simpler alternative because Adobe took it away.

Creative Cloud is not compatible with older operating systems. To use the current desktop apps & services, you need MacOS Ventura, Big Sur or Catalina. Sierra is too old & unsupported.
Before you subscribe to Creative Cloud, make sure your computer meets the minimum CPU and GPU requirements described below.

Be aware that Sierra is very old, and no longer supported by Apple. That means it is not secure and is unsafe to use online. Your computer would be at least 10 years old and yes you may want to consider buying a newer one.

you're welcome. enjoy your new computer BUT do not migrate any adobe files other than production files. ie, if you're going to migrate, uninstall everything adobe (which is sounds like you've done) and clean adobe from your old computer:
uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
