hi! i heard the Flash MX 2004 is free legaly because adobe posted serial keys for it https://helpx.adobe.com/x-productkb/policy-pricing/macromedia-legacy-activation-error.html

So im just wondering is it legal or not?

adobe's made it more and more difficult to use its older programs as the programs age, but i'm not aware that they've made usage of any (legally obtained) programs illegal.

Yes, Flash MX 2004 is approaching 20 years old. That's where you created the animations. The output from Flash MX 2004 required Flash player to view the animations.

 

Flash as a technology is completely dead. Adobe finally killed it off in Dec 2020. No-one supports it anymore.

Flash became Adobe Animate which is the current software.

 

The ancient link you posted was for people who had already purchased legal versions of Flash MX 2004 and needed a way to keep them running all those years ago. That is all dead and buried now.

Why bother?  Nobody can view Flash or Shockwave content anymore.  

If you want to create animations, use Adobe Animate CC and export to HTML5 Canvas.
