I need to do this as the files on my computer are taking up a lot of storage.

Yes you can, but it is probably senseless as you need to completly cut of synchronization.
Adobe Creative Cloud does live synchronization, meaning that as soon as a file has been changed, it gets synchronized with the cloud and all connected computers sharing the same space.
You would condem your creative cloude storage space to an offline repository.
Synchronization can be switchted off in the options section of the CC app. I do that when being on a metered internet connection and I do

Which files are you asking about... the CC program files or the output files that the program files create?
The program files have to be on your machine.
Adobe does provide varying amounts of Cloud storage space for output files depending on which plan you susbcribe.
