License permit to install at work and at home?

Seems you can, but there's something strange about what it's saying:
Adobe - Customer Service Center : Use Adobe products at work and home

"If you own, or are the primary user of, an Adobe branded or Macromedia branded product that is installed on a computer at work, then you may also install and use the software on one secondary computer of the same platform at home or on a portable computer."

Why the same platform?

So basically if the artist at work uses Mac, and at home they have a Windows computer, it's a no go?

Yes, Peru Bob is absolutely correct.  You can use the Adobe Creative Cloud desktop application to download and install the Creative Cloud apps on macOS or Windows.  For information regarding the installation process see Learn how to download your Adobe Creative Cloud apps , Shadowrunner78.

The perpetual version downloaded software is tied to a specific platform.

That's an old article. It refers to Creative Suite software (CS6 and earlier), not Creative Cloud software.
