So let me get this straight, the two programs most commonly used by Illustrators, two heavily integrated pieces of software that go hand and hand, just happen to cost the same as the entirety of all the cloud software if purchased individually. Illustrator 20.99, Photoshop 20.99. What a coincidence. It's almost like I'm being forced to buy a butt-ton of software I'll never use, like the cable television equivalent of cloud services. In closing, <insult removed>.
If you had done a little research, you would have found the Photoshop Photography plan, which is only $9.99/mo.

So what is the point of Photoshop stand alone at 20.99? Why would anyone purchase that if the photo plan includes that and two other programs for half the price? Let me answer that for you. Its purposefully obtuse because that isn't a plan it's a promotion. It's a gateway program so when they eventually abolish it they've already hooked the users who have become reliant on it having grown accustomed to it. I stand by my <insult removed>

The photography program has been this price since it was introduced several years ago. Not sure how much clearer Adobe can be by posting a comparison chart of all options and prices available.
The full Photoshop plan includes access to Cloud specific features that some users may find value and pay for.
But I think your point here is just to shout on a street corner, so I'll let you be.
