Media Encoder install error - Exit code 146

I have been trying to install Media Encoder 12 through the Creative cloud app and also directly downloading.

Each time it almost installs but I get error code 146, as shown below.

It wants to install on a network drive for some reason and always fails. Is there any way we can stop it trying to install on the network drive? Other creative cloud apps have installed successfully but media encoder just does not seem to be able to install. I have local admin rights on the PC.

Any thoughts would be appreciated.
