I have twice downloaded Elements 14 and told that it was successfully downloaded but when I click to open the editor I receive the following message:

The procedure entry point_crtCreateSymbolicLinkW could not be located in the dynamic link library

C:\WINDOWS\SYSTEM32\MSVCP110.dll

I was strugglig with this for a few hours, trying out various forum solutions. Nothing was working. Downloading the full Win10 runtime link fixed it! Big thanks!

Given that I'm writing this in 2021, I'd just like to point out that none of the above methods solved the problem.  In the end I found out the error is happening from a 2012 version of Visual C++ Redistributable for Visual Studio 2012 Update 4.  Go to this address, download the file, install/repair the Visual C++ Redistributable for Visual Studio 2012, restart the machine and your apps should open.
