I think Ronny's referring to the solutions for the issue that were posted back in 2017.  Your solution is also useless.  

This issue still is at large.  Occurs after the 1909 update from this past Tuesday.

Hey boss,

Figured it out.  Head to https://visualstudio.microsoft.com/downloads/ and download the Visual Studio 2019 Community version (free download) and install that.  Then when done, open the installer and select and install the Visual Studio Community 2019 version again (I know, repetetive).  Agree to the license agreements, reboot and then enjoy.  This fixed the errors I was getting on CC and PS when I opened them.  I have no idea why you need to install the entire SDK.  Seems like overkill.

This relates to Microsoft 10 version 1909.  This may work for you and your milage will vary.  (;
