Not given an option to update to Indesign v14

I'm currently a student and teacher member of Adobe CC and while I am running Indesign CC V13.1. I recently received a file from a colleague that was made in V14 but my desktop app is telling me my version is up to date. Does my account not include this update? I have gone the steps on this help page ( Available updates not listed for Adobe Creative Cloud applications ) and was not successful in solving my problem.

The latest version of Creative Cloud apps are 2019 and InDesign v14 is one of them, in order to take advantage of the latest operating system features and technologies, Creative Cloud 2019 apps require macOS Sierra (10.12) or later and Windows 10 Creators update (version 1703) or later.

If your computers operating is not up to date then the latest updates will not show up for installation. Please check and update the operating system of your computer. To know more see: OS support for CC 2019 apps.

Yes, this helps. I'm running a 2009 MacBook Pro on 10.11.6 and I'm hesitant to update should the whole thing just collapse into a black hole. Seems I may have to take that chance someday soon!
