Photo storage in the cloud

I'm considering purchasing the Photography Plan. When I first set it up on my laptop and iPhone, can I select the photos I want to store in the cloud from those already on my phone or will they automatically load to the cloud?

The photography plan comes with 20Gb of storage except if you take the optional Tb. 20Dg is some space for JPEG images but is not a lot for RAW pictures.

The Lightroom CC plan comes with 1Tb, but no Photoshop and no Lightroom Classic CC.

I do not experience an automatic synchronising with my phone.
