Photoshop 20.0.7 supposedly updates but it is Photoshop 2019

I updated (on a Windows 10 machine) the desktop PS CC 20.0.7 from the Creative Cloud App. It created a folder on my hard drive labeled Adobe Photoshop 2020, but the folder is EMPTY. It also created a folder Adobe Photoshop CC 2019 and put PS in that folder. When I opened the program, the About Photohshop info panel says 20.0.7.28362. But the program is an older version of PS. I've uninstalled and installed twice now with the same thing happening.

Could you try using the Creative Cloud Cleaner Tool to completely remove Photoshop from the computer and then sign out and sign back into the Creative Cloud desktop app to install Photoshop 2020? https://helpx.adobe.com/in/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

Apparently v20.0.7 is PS 2019. Nowhere did anything I saw say the update I wanted was v21.0. So I uploaded it and all is fine now.
