Photoshop CC disappeared and won't download

I am beyond frustrated!  Apparently it is impossible to contact anyone at adobe and it will only allow me to post in a forum.  I pay monthly for creative cloud.  Suddenly my apps for photoshop cc and lightroom disappeared from my computer.  When I try to open them it says I need to download adobe application manager and gives a website that does not exist...  When I tried to re download the apps from creative cloud  says I have to upgrade to the latest operating system (it is). 

Can someone please help!
