Photoshop constantly tries to validate software licence

When I try to doenload and lauch Photoshop on my Surface it constantly seeks to validate the software licence.  I have Photoshop working fine on my desktop.  I have a Creative Cloud Photography licence which I pay on a monthly basis. 

I have tried uninstalling all the apps and then reinstalling, but the situation persists.

Help requested.

confirm that you can connect to the secure adobe servers by reading, http://helpx.adobe.com/x-productkb/policy-pricing/activation-network-issues.html

do you see both logos?

if yes, sign out and then back in to your cc desktop application using the same adobe id used to verify your subscription:  http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html

if that fails:

1. quit your cc app

2. remove the Adobe PCD folder and SLStore folders, https://helpx.adobe.com/creative-cloud/kb/configuration-error.html

3. restart your cc app

Thanks for the post. 

I have a valid connection to the Adobe server and have verified my subscription.

I am not sure what to do at the next step.  Do I delete the Adobe PCD and SLStore folders, or do I merely review the security settings as per the linked page?  I have tried the latter and it does not work.

An Adobe technician indicated that Adobe CC 2018 has problems with Windows 10.  It is working fine on my PC but not on my Surface.  I did have a trial version of Photoshop on my Surface, but now have a valid CC licence.

What next please?
