Photoshop CS6 very slow on launching after activation delay exceeded

Hi,
First of all I'd like to thank people at Adobe for setting up the new sign in process for old Production Premium CS6. The suite still worked like a charm when I upgraded from W10 to W11 ( once you set up properties compatibility to Windows8 for each app). My problem was I add to get a new computer.
So I deactivated on the old one before installing on the new one.
Once installed on the new laptop, I couldn't activate the old way: when signing to my account nothing happened,  my serial number didn't appear no more on my account, it was confusing. Had another problem during my new computer install, I had to reinit to factory and install again CS6.  I began to use Photoshop immediately (needed for work) without connecting to account, I wanted to find the right solution. I finally found the message from Jeffrey_A_Wright (THANK YOU)
And learnt about the new sign in procedure (https://helpx.adobe.com/download-install/apps/troubleshoot/licensing-activation-issues/cant-activate... ). Great !!!! 
So it worked like a charm for Illustrator, Premiere, After Effect. But for Photoshop I exceeded the activation delay 😞 Then it takes about 15 minutes for photoshop to launch.
Should I reinstall it ? What's your advice ?

no, don't reinstall it.  just retry.

I tried to clean cache and cookies in my browser, but nothing changed.
When launching photoshop CS6, there's no splashscreen and it takes between 8 and 15 minutes for the gui to appear.
Maybe some registry key was set when I exceeded the 7 days delay to sign in ?
That's not critical as all the other app work as perfectly as before and photoshop is still usable after a bit of patience 🙂

is there any security software (eg, av) that could be delaying the ps opening?

I do have With secure, but all the other apps (illustrator, première..) have no problems at opening (splash screen and few seconds later opened), it concerns only ps

Hi, Thanks for your advice, unfortunately I can't as it is a centralized anti-virus managed by our IT and I don't have the rights to do so on my machine. I will try to conatct them to see if there's a solution.
