I have had Photoshop on my computers for years. I don't use it that much to warrant purchasing a monthly subscription to update it now. However, my computers crashed several months ago and I did end up getting brand new computers with Windows 10. I purchased a retail version of Photoshop Elements 2019 at Christmas but when I attempt to install it, it gives me an "Installation Failed. Error 127" message. How can I fix this so that I can have some type of Photoshop back on my system?
I am only using Windows Defender right now, haven't re-installed my Norton anti-virus software yet. I tried turning off my firewall to install, just in case that was stopping it. I attempted to install it to a different location. Nothing has worked so far.

Mpodgors, I am sorry to hear that you are facing Error 127 while installing Photoshop Elements 2019 on Windows 10. This error occurs because the installer is being denied access to the temp directories on the computer. The temp directory is used to unpack the files necessary for installation.

I am having the same issue. It is a brand new computer and this is the first external software that I have attempted to install. I have switched off all the antivirus blocks, even turned off the firewalls. I have even gone so far as to find this temp folder and make it read/writable. I have rebooted. I have done the works. It will not progress past 8% before giving me this 127 error message (amazingly the first time I tried to install it I got as far as about 22%, but only ever 8% the dozens of times since).

RIGHT click the program icon or EXE and select Run as Administrator to assign FULL Windows permissions

Did that as well (a few times) no effect. In the end I had to get onto to Adobe Support through there contact us section. The first person I spoke to had no idea what was going on and did not understand the issue. She had to pass me onto a different (technical) person who eventually gave me sent me a new download (quite considerably larger) and a new serial number to register it with (no idea why they could not use the one I had just bought - they had even confirmed that it was correct). So anyway, 5 hours later and I am now up and running. So the solution is to contact the support team, there seems to be no other way around it
