Photoshop Elements 2021 installig

I`am trying instatalling Elements 2021but its says when i am tryin to start it. Can`t find VCRUNTIME140.dll, MSVCP140.dll. I tried install this program severall time but it dont start.I have installing card no DVD. Also i have older version 15 Sorry my bad language.

That's a Windows system problem.  You need the updated Visual C++ Runtime library from Microsoft which is usually sent out with Windows updates.
