I downloaded Creative Cloud and started a subscription yesterday. I am on an iMac running Catalina OS.
Photoshop "open" button is greyed out within CC. I click into it and it shows a green tick that "photoshop works on this device", yet the "open photoshop (13.0)" button is still greyed out and unable to select / open it.
Any ideas please?
did you install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install ps?

Try resetting the CC App.
To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R
If that doesn't work, try uninstalling and reinstalling the CC App:

Thank you. I hadn't paid proper attention and had just assumed that the (very lengthy) install of CC was actually installing all of the relevant additional software at the same time.
