Premiere Elements 2019 won't install under Windows 11, published fixes do not work

I have two licenses for Premiere Elements 2019.  One is running just fine on a machine that was upgraded from Windows 10 to 11.  The other, I am trying to move to a new Windows 11 machine.

The installer gets stuck at the "Update Your Browser" screen.

None of the fixes on this and similar pages help:

I am a software developer myself.  I understand that the problem here is that Adobe assumed that the web browser for Windows would always be Internet Explorer.  Technically, Adobe was at fault for doing that, since it's not a documented part of the Windows API, and Adobe owes us a workaround.

I also have CS 5.5 on the same machine, working fine, but having it activated (under the same Adobe account) doesn't help.

Elements 2019 and CS5.5. are two separate programs. They do not interact which each other.

Try to install 2019 as admin.

Running the installer as administrator didn't help.

I understood that CS 5.5 was not connected to Elements but I thought one of the published hints somewhere said that it would help with authentication.

If you are using Opera switch to a different browser... Opera is not compatible

I am not using Opera — I am not using any browser — I am using the Premiere Elements installer, freshly downloaded. The browsers installed on the computer are Chrome and Edge.

I will try setting Edge as the default browser, just in case that makes a difference.

Since this is essentially a matter of Adobe not honoring a license they sold me -- they nowhere stated that having Internet Explorer was part of the license conditions -- I am hoping someone from Adobe can turn up here and prod the company to fix the problem correctly, even if it means creating a new installer for a 5-year-old product.

Besides all the fixes on the web page I linked to (including registry editing), I also tried changing my browser to Edge, setting Edge to be the default browser, installing Adobe Creative Cloud and logging in, and none of these made any difference.

Adobe just auto-emailed me to ask if this problem was solved.  NO, IT IS NOT SOLVED.  Due to an erroneous assumption about Windows, Adobe has created an installer that won't run under Windows 11.  (Premiere Elements 2019 runs just fine under Windows 11 provided it was installed before upgrading Windows.)

All the published fixes did not solve it, nor did running the installer as Administrator.  The random, shotgun nature of the recommendations suggests that nobody has really solved the problem.  Adobe owes us a corrected installer so that we can use the permanent licenses we paid for.  I am not asking for any change to the app, merely the ability to install it.

Ann, The e-mail was definitely from Adobe and was generated somehow by this forum.

I had the same problem and communicated with Adobe Tech Support. The answer I received is shown below in bold. I was trying to download a copy to a new HDD that I installed after the original HDD failed. It is distressing to find out that Adobe will not allow me to load a product I paid for and that was working on my Win 11 laptop just a couple of days earlier. Frankly, it doesn't seem legal.

I reset my computer and can no longer install Premiere Elements 2019. I think it's just not supported anymore. (The 2025 trial version installs just fine).

I just went ahead and upgraded to 2025 for $79.
