Problems downloading any Adobe App

When I tried downloading Photoshop, nothing happened. I then tried downloading Creative Cloud again and the error is:

'This application requires a version of Adobe AIR which cannot be found.'

When I try downloading the latest version of Adobe AIR, it also comes up with the error:

'This application requires a version of Adobe AIR which cannot be found.'

So I'm caught in a loop. Can someone help with this?

A failed install sometimes requires a fresh start

Sign out of your account... Uninstall... run the Cleaner...

-for non-Cloud programs you need to DE-activate before uninstalling

-using the cleaner after uninstalling and before reinstalling is often needed

-Restart your computer... Sign in to your account... Reinstall
