Does this include one license being use offline?

IE I have a paid license that I use which is connected to the internet and I would like to use the other license offline (not connected to the internet and I can never be)

You may not use a Cloud subscription on a computer that is not connected to the internet, since your license status must be verified every 30 days (or 90 days for an annual subscription)

All Creative Cloud installs have to connect at least occasionally online to revalidate licensing:

Otherwise someone could purchase a subscription, go offline, cancel – and then never reconnect.

Offline activation does not exist for non-enterprise Creative Cloud accounts.
