I have premier pro at school on the school computers on my school email. But when I try to use premiere pro on my home computer using my school email it says I still have to pay?

if those all fail, change your cc language. eg, try international english

Volume licensing is different from commercial licensing. On the school's computer did you login during the installation with your email/password or was it pre-installed on the machine and you simply login to that machine with Premiere on it? If the latter, I think what you are seeing is Shared Device Licensing where a school puts the license on a shared device that multiple users, or in this case students, can access. Because of that you may not actually have an account associated with the software. However, you may be eligible to purchase the creative cloud student edition for yourself.

Contact your School's IT Dept to ensure that you have permission to use the campus plan from home.
