My challenge is that I have just bought Adobe Pro Elements 2021 from Microsoft Store.   When trying to install it I am told that it is for 64 OP.   My machine is 32 OP

What do I do?

Evidently, you didn't check the system requirements.

https://helpx.adobe.com/photoshop-elements/system-requirements.html

  • Intel 6th Generation or newer processor or AMD equivalent with SSE4.1 support
  • Microsoft Windows 10 version 2004 or later (version 21H1 recommended); 64-bit versions only; Windows 7, Windows 8.1 not supported

This discussion is about problems installing Elements 2015 on a Mac. Your question - about Elements 2021 on Windows - is not connected, and this will cause a lot of confusion.  However, the response is: a lot of software today will not run on your 32-bit operating system. There is no work around except to get a compatible system.
