Was there ever a solution to this issue? I am having the exact same problem.
Thanks for the update, Rcachina. Please take extra care when implementing solution two and 3 in Troubleshoot Adobe Creative Cloud download and install issues . A software firewall or installed security software can cause the behavior that you are currently experiencing.

Hi Jeff, I've been using Adobe CC on this same PC for the last 5 years. Never really had any issues. About two weeks ago I started getting this error. I tried reinstalling the software in which I get as far as the login screen... which does appear to be validating my login credentials. But once it accepts my login info I get this screen.

I understand, Rcachina. Unfortunately, computer configurations can change at any time and may require periodic review when unexpected errors occur. Do you manage the computer and network yourself, Rcachina? If so, then please implement the three solutions referenced in post #3 of this public forum discussion.

I normally manage the network myself. I performed the three solutions as posted:
1. Windows 10 on this machine is up to date with Updates.
2. Create a New administrator account: I created an account and downloaded the CC installer. Was able to log into it and it started downloading. At around 2% it stopped and then asked to login again. This time it did the usual progress wheel leading to the "Unable to connect to Adobe servers..." screen. So I was connected to something for a short period of time.
3. I'm working on #3 now...
