Recover Elements 12

I reset Windows 10 and lost Photoshop Elements 12. I did not buy this from Adobe but did register it with them,. Is there any way I can recover it?

You need to contact the vendor where you purchased the program

And once you are, hopefully, sent a new install file... be sure to copy it to at least one external device, such as a usb flash drive
