Hi I have a monthly payment plan but my old pc is having problems, i am building a new one with a friend is it hard to install lightroom and photoshop again on my new pc when its done , bit concerned as use these two programs the most thanks Jan

Not difficult at all. Typically it is recommended against using automatic migration tools from your OS and just install clean and move your photos manually. So you should de-activate/activate, ( https://helpx.adobe.com/download-install/kb/activate-deactivate-products.html ), install clean on the new computer, and then move your photos/libraries over.

with a subscription you don't need to bother with deactivation (or, more appropriately, sign-out) and you will need to (not activate but) sign-in.
ie, this page explains how to install cc apps by first installing the cc desktop app. the links at the page bottom allow you to select the installer suitable for your os, https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
then use the cc desktop app to install your subscriptions and trials.

p.s. if you are going to use a migration tool, first uninstall all adobe apps from that old computer:
uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
you can then more safely migrate, but you'll still be moving some orphaned adobe junk files to your new computer, so definitely not desirable.
