Today I cant use that photo plan.
Today I bougt again photo plan but can`t use.

If it is only an authentication problem such as a trial version, re-authentication referring to here may improve it.
Purchased Creative Cloud apps appear as trial versions
To check if your plan has been suspended due to a payment issue, you need to check the status of the plan on the account display screen.
It may be quick to ask support as jane-e says, but it may take some time to get connected to the agent, so it's worth trying.
