Same laptop, new hard drive, no photoshop

I had a new hard drive installed, i can access my account and see how much i am paying but cannot access photpshop.

I have been trying to resolve this problem for 3 hours and am about to try and cancel my subscription.

Anyone any ideas how I can access photoshop?
