It seems that sales are supposed, but transfer of licenses is possible by appropriate procedures, but sales are limited by legal terms and conditions.
(In this case, it will deviate from the conditions because it is resale)

It's true that re-sale of Creative Cloud is not allowed.  But Creative Suite had a different EULA.  Refer to page 102, section 4.6, No transfer clause.

That said, I find it hard to understand why anybody would pay for outdated, unsupported software from a decade ago.  I guess PT Barnum was right when he said, "there's one born every minute."
