I sold an old version of Photoshop Elements 14 that I haven't used in many years, I'm currenty using v20
If the new owner creates their own Adobe ID account shouldn't they be able to install and activate since it is no longer activated on my account? I noticed that it still appears in my Adobe 'Registered Products' list.

No. You need to properly transfer the license:

If my PSE 14 was an 'upgrade' version then I wouldn't be able to transfer the license. How do I know? My 'Registered Products' page doesn't specify 'full' or 'upgrade' version for any of my PSE versions.

when installing pse 14, there will be a prompt for a previous qualifing version serial number if pse 14 is an upgrade.
likewise, if your v20 were an upgrade, you would be prompted for a 2nd serial number after entering the v20 serial number.
anyway, this upgrade discussion is irrelevant to your situation.

Actually, I just checked the invoice, it doesn't specify "upgrade" or "full" and I don't recall for certain.
I paid $85 last year for it. ?

If you entered your version 20 serial number and it was accepted without you being prompted to enter another serial number from an earlier version then you have a full version.
Sounds like you have a full version so we can close this line of enquiry.
You now need to formally transfer your PSE14 license to the new owner following the steps outlined by the previous posts above. Adobe will then update the license ownership and remove PSE14 from your Adobe ID.
