Update: Reinstalling the Creative Cloud application a second time seems to have resolved the issue. I can now download and install all programs.
When trying to install any CC product from within the Creative Cloud application the download fails instantly with "Error Code 403". The only log that contains relevant information is Install.log located at /Library/Logs/Adobe/Installers. For each failed attempt the following is logged:

The computer is a brand new Apple MacBook Pro 2019 16" running macOS Catalina 10.15.2.
I have tried several independent networks and internet connections. macOS firewall is deactivated, there's no 3rd party security software like Little Snitch installed. I also tried deleting, redownloading and reinstalling the CC software.
Any Adobe support documents were unhelpful, the only specific being this one:

Any forum posts I could find are several years old and seemed to be related to firewall issues.
