Can anyone help me I want to know the Terms and Conditions of how to upgrade the perpetual or standalone licenses of adobe to Creative cloud and also want to know the upgrade and downgrade rights.

Hi,
There are no more perpetual licenses or downgrade or upgrade. If you buy a subscription for Photoshop for example, you can choose to install the version you want (CS6, 2013, 2014, 2015, 2017, 2018) if you have the required systems.

Subscription is either on a monthly basis or for a year (cheaper, but your are bound for a year).
As you are taking a subscription, you may still use your old licenses as you wish. There are no limitations as there are with classic upgrades.
The subscription allows for installing ALL versions (from CS6 on) of the software, so if you have the all apps option, you may even install the old and now defected software, like Fireworks, as long as your OS supports those programs and versions.
