Exactly which programs?

With a serial number or a subscription?

Either way, you install the same way you did the first time.

On a disk put it in the drive and enter your serial number when asked.

When you have a subscription
-sign in to your account with your ID and password
-Cloud Manager to install all programs https://www.adobe.com/ie/creativecloud/desktop-app.html

If you want to get new programs for your new PC you just need to either purchase them individually or if it's more than 2 you would typically just purchase the entire suite.  The CC apps are all tested to work with the latest OS from your new computer so you should be good.  If you had some addons or plugins for your old Adobe products you may need to look to those vendors to determine whether or not they are compatible with the latest version.

1. you can't get an old adobe product updated to a newer one without paying

2. you can try migrating adobe programs from your old computer to your new one, but i'm not aware of any migration tool that successfully manages that.

3. you can (probably) reinstall your adobe products from 2011 using the installation files and (probably, if they're really 2011 versions) activate them with their serial number.  (p.s. the serial number can be retrieved from your old computer, if it still works).
