Trouble running PS

Re-downloaded PS twice after re-formating my computer and many of the menu item are grayed-out and I get a message "Could not complete the Image Size command because of a program error".  Help!

Suggestions-

1) Uninstall Ps

2) Run the Adobe Creative Cloud CLEANER TOOL  Cleaner Tool Creative Cloud 

3) Re-install the Adobe Creative Cloud Desktop App

4) Install Photoshop from the Desktop App.
