Trying to download Creative Cloud but get error 206 every time when signing into the installer

I think I've probably gone through literally every single "help" article even remotely relevant at this point. I have no idea what to do.

 

This is pretty bad because I *need* to download Substance Painter, like *yesterday*. I've deleted literally everything Adobe I can find on my PC and followed every single guide I could find on the Adobe website/forums. Deleted all certs and credentials, every single Adobe folder. Ran the cleaner, checked the firewall, check AV, host file, etc, etc. Nothing has helped whatsoever.

 

My sign in attempts even show up on my account on the website, like in the attatchment.

I'm able to successfully sign into the windows 8/7 version: https://helpx.adobe.com/in/download-install/kb/creative-cloud-desktop-app-download.html

I'm on Windows 10 though and have a very up to date PC, so I'd really prefer to not go with this.

Unless there is no difference after besides the installer. If the windows 8/7 version installer downloads an equivalent version of CC then I don't care and I'll just do that. Could somebody let me know? Thanks.

yes, use whichever installer you can use.  then, after installation, you can update it.

if that fails,

 

1. go to the bottom section : "Remove Adobe User and Adobe App Certificates" - https://helpx.adobe.com/in/download-install/kb/adobe-license-issues-keychain-credential-mgr.html and follow the steps.  

 

2. then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

 

3. and reinstall the cc app install the cc desktop app by using the download links at page bottom here, https://helpx.adobe.com/in/download-install/kb/creative-cloud-desktop-app-download.html

Apparently? I've never had issues with anything else. But switching user accounts let's me download and use CC. Which, while cool, I do kinda need it on my normal account if it's possible to fix.
