Trying to install CC - fails at 3% - error code 214

Hi, I am trying to reinstall CC.  I have downloaded the software and try running it as an admin on my Windows laptop. It keeps failing and giving me code 214. This code isn't in the help documentation.  Any ideas how I can get this installed?
