Unable to activate Visual Communicator 3 on a new computer

When I try to activate VC3 online I get the message Activation-No Connection.  Disabling the firewall doesn't help.  I don't have a proxy server. It is an upgrade version.  I have the serial numbers for both versions.  How can I activate it?  Thanks.
