Unable to download LrC

I have the 11.99/month subscription plan which is suppose to include LrC. When I go into Adobe Creative Studio I ccan download LR but not LrC. If I click on the buy option for LrC and pick the 11.99 plan it tells me I'm already on the plan (which is true). I've tried signing out and back in but still do not have the option to download this. How can I get this?

Yes I have a MacBook Pro. Currently I just have LR but chose to upgrade my plan so that I can use LrC instead.

Yes - that is what I tried to do.. it's not appearing in my list of available downloads, only to buy. If I click on buy it brings me to the subscription page. If I then choose the 11.99/month plan it says I can't buy that because I already have it. It's not giving me any way to just download it.

ONLY IF YOUR ACCOUNT SHOWS A SUBSCRIPTION WITH NO PAYMENT PROBLEMS, proceed to these steps -

and if that fails, https://helpx.adobe.com/download-install/kb/adobe-license-issues-keychain-credential-mgr.html

 

additionally, below are solutions some users reported:

 

if those all fail, change your cc language. eg, try international english

Also - could this be because the subscription is through Apples app sote and not through Adobe directly? 
On the Adobe plan comparison I do see that LrC should be  part of my subscription but when viewing my actual plan it is not listed as part of my package which doesn't make sense.

so your adobe account (https://account.adobe.com) does not show a lrc subscription, correct?

 

if yes, contact apple app store support.
