Unable To Text PDF To An Android Phone From iPhone CC

If I want to share a copy of  PDF to an iPhone user, fine.  Android user?  Fails to send.  WTH am I doing incorrectly?

Which e-mail service are you using?

On G-mail, I have to load oversized files to Google Drive first.

Average size.  I use iMessage, but also try sending as a standard text message.  Texting the file to iMessage works fine.  Attempting to do so to Android will not send any size file.
