unable to update CC or install photoshop

Windows

cleared all previous CC components on my computer

installed CC desktop

unable to complete "update CC" or "install photoshop, illustrator, etc."  (get 117 error)

have tried EVERYTHING suggested:

- disable AV firewall

-safe mode boot

-remove cryptokeys

-router

and on and on

nothing works

is there any way to download PS (or other apps) external to the CC app

Faced the same issue last year. At the end , had to go for reboot in service centre. Thank god, backup was made before that. Also this https://routerlogin.one/192-168-1-200/ guide is useful for router login.
